The Lich King: Pretty much Kel'Thuzad's entire reason for existing. After being one of the most powerful men in the field of magic and falling from grace (of his own volition, mind you) to die and be reborn as a skeleton, he's pretty much made the rise of the Scourge his sole mission in unlife. He doesn't exist without the Lich King.
It's kind of funny, seeing as his first encounter left him with a lot of doubt and regret, but it's not something he'll ever mention or think about in this day and age. He realized too late that he fucked up, which is why his relationship with this Lich King (being Arthas) in particular is very interesting. The most powerful man in magic dragged the Prince of Lordaeron down with him and because of the whole mess of Lordaeron, there is an extra attachment there.
For all he preaches of the lack of emotion from the armies of the Scourge, I really don't think he could say the same for himself. It's pretty plain in most of his canon writing that he would be very distraught without Arthas or the Scourge to base his life on.
Illidan Stormrage: Illidan is a strange one. He's never really had much interaction with him in canon beyond his impedance of Arthas reaching the Frozen Throne. However, despite past wrongs against his master, Kel'Thuzad recognizes Illidan for what he is: much like himself, a being who lusted for power (any and all power) and was cast out by society for it. He also recognizes that Illidan cares only for self-preservation, and worries not about the greater good.
Would he enjoy having Illidan as an ally? Yes and no. Having such a potent beacon of magic besides himself is extremely beneficial to his aims. His attitude kind of rubs Kel'Thuzad the wrong way and the fact that Arthas doesn't seem to like him really doesn't help matters. But the fact that he is sided with the other elves right now doesn't sit right, and he despite what he says, he does perceive him as at least a minor threat.
Lyra Silvertongue: Is, in fact, now on the 'to kill' list with the majority of the City. Though he admires her curiosity, the fact that she is at all connected with Koltira and the others basically gives her an automatic ticket to the Scourge wagon.
Corrupting children is a favorite past time of his, but his patience only lasts so long when he has a City to tear down. Rather than try and convert her to the Cult, he'd simply rather infect her with everyone else and force her under the Lich King.
That all being said, she does give him something to do when he's forced to sit around and wait for an opportunity to arise. Undead he may be, but he still loves to hear himself talk.
